Wiki Leaks Cables

WASHINGTON: Secret US embassy cables sent from Cairo in the past two years reveal that the Obama administration wanted to maintain a close political and military relationship with the Egyptian president, Hosni Mubarak, who is now facing a popular uprising.

A frank briefing note in May 2009 ahead of Mubarak's trip to Washington, leaked by WikiLeaks, reported that the Egyptian president had a dismal opinion of Obama's predecessor, George Bush.

"The Egyptians want the visit to demonstrate that Egypt remains America's 'indispensable Arab ally', and that bilateral tensions have abated. President Mubarak is the proud leader of a proud nation ... Mubarak is 81 years old and in reasonably good health; his most notable problem is a hearing deficit in his left ear. He responds well to respect for Egypt and for his position, but is not swayed by personal flattery," the cable said.

"Mubarak peppers his observations with anecdotes that demonstrate both his long experience and his sense of humor ... During his 28-year tenure, he survived at least three assassination attempts, maintained peace with Israel, weathered two wars in Iraq and post-2003 regional instability, intermittent economic downturns, and a manageable but chronic internal terrorist threat.

"He is a tried and true realist, innately cautious and conservative, and has little time for idealistic goals. Mubarak viewed President Bush as naive, controlled by subordinates, and totally unprepared for dealing with post-Saddam Iraq, especially the rise of Iran's regional influence."

It predicted that if Mubarak were still alive for Egypt's next presidential election in 2011, "it is likely he will run again and, inevitably, win". The most likely contender to succeed him was his son Gamal, the cable suggested.

Another cable, dated 23 February 2009, described a meeting between Gamal and the maverick US senator Joe Lieberman. Lieberman is said to have listened as the president's son expounded on the Israeli-Palestinian peace process, Iran's growing regional influence and how Saddam Hussein – for all his flaws – was a bulwark against Iranian ambitions.

Another cable, from March 2009, shows the US's astonishingly intimate military relationship with Egypt. Washington provides Cairo $1.3bn annually in foreign military finance (FMF) to purchase US weapons and defence equipment, and the cable said. "President Mubarak and military leaders view our military assistance programme as the cornerstone of our mil-mil relationship and consider the $1.3bn in annual FMF as 'untouchable compensation' for making and maintaining peace with Israel.

"The tangible benefits to our mil-mil relationship are clear: Egypt remains at peace with Israel, and the US military enjoys priority access to the Suez canal and Egyptian airspace."

Peace initiative in Afghanistan may be unfruitful

ISLAMABAD – The US-backed ‘reconciliation’ strategy with Taliban without including Pakistan is likely to meet the same fate which the previous peace initiatives had met in Afghanistan.
The paradoxical notions that have long influenced Pak-US relationship and have always been part of the US Afghan policy are again evident in the so-called reconciliation plan with Taliban. On one hand, the US sponsors dialogue with Taliban, and that too, without involving Pakistan. While on the other hand, it wants Pakistan Army to jump into North Waziristan without ‘wasting a second.’
Again, Chairman of US Joint Chiefs of Staff, Admiral Mike Mullen, and Defence Secretary, Robert Gates, are hallucinated with the images of ever-increasing militant sanctuaries in North Waziristan and, therefore, deem it inevitable to ‘bless’ the region with countless drones. The US strategy is crystal clear, a stick for Pakistan and a carrot for India. The massive increase in drone attacks in NWA, the reports about US militarily eyeing Balochistan, and stereotypically boisterous statements from the key US officials suggest that US through NATO would keep pricking Pakistan by means of inflicting collateral damage in Pakistan’s territory unless NWA operation is kicked off.
In Afghanistan, the secretive meetings of Taliban leaders with the NATO command and Indian military and diplomatic officials are underway while the UN stays completely out of the loop. Luckily or unluckily, United Nations Afghanistan is not the only ‘victim’ of Indo-US nexus as Pakistan’s Embassy in Kabul is completely marginalized in the present scenario too. Pakistani diplomats there reportedly carry only a titular presence and stay ignorant of most of the latest and crucial developments.

BBC

Delhi asked to remove curbs on media in IHK

* South Asia Media Commission India chairman says restrictions will prove counter-productive

NEW DELHI: Various media bodies on Thursday asked New Delhi to immediately lift the restrictions imposed on the media in Indian-held Kashmir (IHK).

The Delhi Union of Journalists (DUJ) as well as the South Asia Media Commission expressed concern at the restrictions as the newspapers failed to hit the stands in IHK on Thursday. The Srinagar-based media bodies accused the government of bias and discrimination, saying that while their movements have been restricted, journalists from New Delhi were being facilitated and allowed to roam freely.

In a statement, South Asia Media Commission India Chairman KK Katyal called upon authorities to ensure a return to the normal functioning of journalists of the print and electronic media.

Rumour mongering: Distressed at the reports of attacks on media personnel, the commission said the restrictions would only prove counter-productive. “As we know from our experience of the emergency period, it will not serve any useful purpose either in the immediate or long-term context. Right now, the gap in the free functioning media may be filled by vested interests through rumour mongering. Later those perceived to be responsible for the decision will be politically damaged,” the statement said.

The state government had yesterday cancelled curfew passes for media personnel restricting their movement.

Pak fuelling violence in Kashmir: BJP
Pakistani agencies have invested more than Rs 50 crore on groups to fuel violent protests in Kashmir, the BJP alleged on Thursday. In its first response to Centre’s decision to call in the Army, BJP said New Delhi had ignored intelligence reports in this record. “Now, it must identify the

role of Pak agencies in sponsoring and financing these protests through separatists,” BJP spokesperson Prakash Javadekar said.
He said the tense situation is the result of politics of “competitive communalism” resorted to by both PDP and National Conference. “Without a timely action from the Centre, the separatists got encouragement and Pakistan exploited it to the hilt.”

He held that when separatists devised stone-pelting as an instrument of organized and orchestrated protest, the state government failed to curb the trend.
