A Pakistani anti-terrorism court conducting the trial of suspects charged with involvement in the 2007 assassination of former premier Benazir Bhutto has summoned a senior official to explain why authorities have been unable to serve an arrest warrant for former President Pervez Musharraf. Judge Rana Nisar Ahmed of the Rawalpindi-based court summoned Federal Investigation Agency Director Wajid Zia to explain the non-compliance of the warrant issued for Musharraf during proceedings conducted at Adiala Jail yesterday.
Criticising the inordinate delay in serving the warrant, the judge asked Zia to appear before him with an explanation at the next hearing on April 9. Zia is the chief of the joint investigation team probing Bhutto's assassination.
During the last few hearings of the case, the judge has repeatedly asked the FIA to serve the arrest warrant for 68-year-old Musharraf, who has been living in self-exile in Britain since 2009.
The Express 24/7 news channel reported that the British government had refused to extradite Musharraf to Pakistan, citing the absence of an extradition treaty between the two countries.
The FIA handed over to the anti-terrorism court a report received from the British Home Department, the channel reported.
The anti-terrorism court issued an arrest warrant for Musharraf in February after investigators declared him an "absconder" and told the judge that the former military ruler was not cooperating in the probe into the assassination. Investigators have alleged that Musharraf's regime had failed to provide adequate security to Bhutto after she returned to Pakistan from self-exile in 2007.
During yesterday's proceedings, which were held behind closed doors, FIA Deputy Director Khalid Rasool told the judge that authorities had sent a letter to the British High Commission asking it to send back Musharraf’s arrest warrant. "We have sent them a fresh letter requesting the British authorities to send back the arrest warrants, whether served or not," he was quoted as saying by The Express Tribune newspaper.
FIA prosecutor Chaudhry Azhar said it seemed that there "is a Musharraf sympathiser...in the Foreign Office who may be impeding" the serving of his arrest warrant, the report said. The FIA has so far submitted three separate charge-sheets in the assassination case.

CIA contractor Ray Davis freed over Pakistan killings (BBC)
A Pakistani court has freed a US CIA contractor after acquitting him of two counts of murder at a hearing held at a prison in Lahore, officials say.
Raymond Davis, 36, was alleged to have shot dead two men in the eastern city of Lahore in January following what he said was an attempted armed robbery.
The acquittal came when relatives of the dead men pardoned him in court.
They confirmed to the judge overseeing the case that they had received compensation - known as "blood money".
Under Pakistani law, relatives of a murder victim can pardon the killer.
Reports say about 18 family members of the two dead men were in court on Wednesday and confirmed that they wanted Mr Davis to be freed and pardoned because they had received "blood money".

US brands Muammar Gaddafi 'delusional' after interview
Libyan leader Muammar Gaddafi is "delusional" and "unfit to lead", the US ambassador to the UN has said.
Susan Rice was speaking after the embattled Colonel Gaddafi was interviewed by the BBC and others.
In the interview, Col Gaddafi said he was loved by all his people and denied there had been any protests in Tripoli.
It came as a humanitarian crisis involving thousands of Egyptian migrant workers stranded on the Tunisian border worsened.
About 2,000 are crossing into Tunisia every hour but once in Tunisia many of them have nowhere to go. Another 20,000 are said to be backed up on the Libyan side.
They are complaining that they have been forgotten by their government, says the BBC's Jim Muir on the border.
Food is being distributed but the relief effort is way behind the reality of the situation, our correspondent says.
The sanitation is a disaster and many are sleeping in roads and car parks, he adds.
The UN's World Food Programme said its head, Josette Sheeran, is expected to visit the border later on Tuesday.

Obama condemns crackdown in Libya
US president condemns the violent crackdown by Libyan authorities on peaceful protesters as "outrageous and unacceptable".
Mr Obama said the world had to speak with "one voice", and that the US was drawing up a range of options for action in consultation with its allies.
The Libyan government would be held accountable for its actions, he added.
His comments came as Muammar Gaddafi battled to keep control of western Libya, including the capital, Tripoli.
Opposition protesters - supported by many defecting government troops - have consolidated their control of the east of the country.
Residents of Tripoli have said they are too frightened to venture out, because of fears that pro-government forces will shoot them on sight.
Thousands of foreigners are meanwhile still trying to flee Libya through ports, airports, and the Tunisian and Egyptian borders. The UK Foreign Office is advising against all but essential travel to Libya, while efforts to evacuate Britons from Libya are being stepped up.
The overall death toll has been impossible to determine. Human Rights Watch says it has confirmed nearly 300 deaths, but the International Federation for Human Rights says at least 700 people have been killed.

Foreigners fleeing Libya violence
Tens of thousands of foreigners are trying to flee Libya, after clashes between security forces and protesters reportedly left hundreds dead.
Egypt has boosted its military near the border and set up field hospitals, as thousands of its nationals return.
Several countries are evacuating their citizens and oil companies are relocating expat staff.
Correspondents in Tripoli say the capital is calm but there is a sense of intimidation after a night of fighting.
Overnight, Libyan leader Col Muammar Gaddafi dismissed reports that he had fled amid the unrest sweeping the country, calling foreign news channels "dogs".
Speaking to state TV from outside a ruined building, he said: "I am in Tripoli and not in Venezuela," after rumours that he had flown to Caracas.

Wiki Leaks Cables
WASHINGTON: Secret US embassy cables sent from Cairo in the past two years reveal that the Obama administration wanted to maintain a close political and military relationship with the Egyptian president, Hosni Mubarak, who is now facing a popular uprising.
A frank briefing note in May 2009 ahead of Mubarak's trip to Washington, leaked by WikiLeaks, reported that the Egyptian president had a dismal opinion of Obama's predecessor, George Bush.
"The Egyptians want the visit to demonstrate that Egypt remains America's 'indispensable Arab ally', and that bilateral tensions have abated. President Mubarak is the proud leader of a proud nation ... Mubarak is 81 years old and in reasonably good health; his most notable problem is a hearing deficit in his left ear. He responds well to respect for Egypt and for his position, but is not swayed by personal flattery," the cable said.
"Mubarak peppers his observations with anecdotes that demonstrate both his long experience and his sense of humor ... During his 28-year tenure, he survived at least three assassination attempts, maintained peace with Israel, weathered two wars in Iraq and post-2003 regional instability, intermittent economic downturns, and a manageable but chronic internal terrorist threat.
"He is a tried and true realist, innately cautious and conservative, and has little time for idealistic goals. Mubarak viewed President Bush as naive, controlled by subordinates, and totally unprepared for dealing with post-Saddam Iraq, especially the rise of Iran's regional influence."
It predicted that if Mubarak were still alive for Egypt's next presidential election in 2011, "it is likely he will run again and, inevitably, win". The most likely contender to succeed him was his son Gamal, the cable suggested.
Another cable, dated 23 February 2009, described a meeting between Gamal and the maverick US senator Joe Lieberman. Lieberman is said to have listened as the president's son expounded on the Israeli-Palestinian peace process, Iran's growing regional influence and how Saddam Hussein – for all his flaws – was a bulwark against Iranian ambitions.
Another cable, from March 2009, shows the US's astonishingly intimate military relationship with Egypt. Washington provides Cairo $1.3bn annually in foreign military finance (FMF) to purchase US weapons and defence equipment, and the cable said. "President Mubarak and military leaders view our military assistance programme as the cornerstone of our mil-mil relationship and consider the $1.3bn in annual FMF as 'untouchable compensation' for making and maintaining peace with Israel.
"The tangible benefits to our mil-mil relationship are clear: Egypt remains at peace with Israel, and the US military enjoys priority access to the Suez canal and Egyptian airspace."

Pakistan, China agree to launch new FYDP
ISLAMABAD: Pakistan and China on Thursday agreed to launch a new Five Year Development Plan (FYDP) besides approving proposals for 36 projects worth $13,285 million in various fields to further boost bilateral economic cooperation between both countries. The Pak-China Joint Committee on Economic, Trade, Scientific and Technical Cooperation (JEC) held its 14th session under the co-chairmanship of Finance Minister Hafiz Shaikh and visiting China International Trade Representative Gao Hucheng.
The proposals of the projects that the JEC agreed upon are related to development of industry, water and energy, agriculture, fisheries and communication.
The JEC also agreed to boost exports from Pakistan to China by providing tariff relaxation through the Free Trade Agreement, Shaikh and Hucheng said while addressing a joint press conference after the session.
Shaikh said that China would also send purchasing missions to Pakistan to book orders for exports and facilitate Pakistani exporters to visit China and participate in trade fairs to explore markets for their products besides building capacity of the exporters.
In addition, the JEC agreed to enhance Chinese investment in various sectors of the country’s economy, including agriculture, electricity, finance, mining and infrastructure, he added.
Shaikh said that bilateral trade between the two countries was $6.2 billion and that it had been witnessing a 30 percent increase every year, adding that the JEC had agreed to help boost balanced trade between the two countries.
Shaikh appreciated the immediate response of the Chinese government in provision of relief goods for the flood victims and the announcement of a $250 million grant for the reconstruction of infrastructure destroyed by the floods.
He said the authorities concerned of both the countries would soon meet to fix the priorities for spending this post-flood assistance for the development of flood-hit areas.
Speaking on the occasion, Hucheng said that Pakistan and China were enjoying an all-weather friendship and the increasing economic and trade relations between the two countries were the proof of this.
He said China was the first country that reached to the victims of the flood besides announcing $250 million in support for developing the infrastructure destroyed by the floods that wrecked havoc in the country.
He appreciated the ongoing economic and trade cooperation between Pakistan and China and noted that significant progress had been made in the fields of economy and trade cooperation since holding of the 13th JEC in April 2007. He said that although trade between the two countries was in China’s favour, however, efforts would be made to encourage balanced trade by enhancing Pakistani exports to China.
PML-N issues ‘fact-sheet’ on Nawaz exile deal

ISLAMABAD: The Pakistan Muslim League-N (PML-N) on Thursday again denied that party chief Nawaz Sharif was under a 10-year ban on taking part in politics and issued a detailed “fact-sheet” highlighting various political activities in which Mr Sharif had participated during the days he spent in exile.
On the other hand, without caring for the PML-N’s stance, information secretary of the ruling Pakistan People’s Party (PPP) Fauzia Wahab through a statement felicitated Mr Sharif over completion of the 10-year agreement that he had signed in the year 2000 before leaving the country for Saudi Arabia.
“It is a day of happiness for the PML-N that the ban on Nawaz Sharif over taking part in active politics has been lifted,” Ms Wahab said in her statement that apparently was issued in en effort to nullify the fact-sheet earlier issued by the PML-N.Ms Wahab said the PPP could understand the mental torture through which Mr Sharif would have passed at the time of signing the deal after which he had to leave the country leaving his party members in a lurch. “We can realize the agony which Mr Sharif would have faced when Prince Maqran of Saudi Arabia and Saad Hariri from Lebanon had held a news conference in Islamabad reminding Mr Sharif about his “exile agreement” with Gen (retd) Pervez Musharraf,” she said.
Meanwhile, the PML-N’s fact-sheet states: “Certain political opponents and anti-democracy elements are now claiming Nawaz Sharif had, under some obnoxious bilateral accord, been restrained from pursuing active politics for a period of 10 years and the stipulated ban had ended on Thursday, is highly ridiculous and absurd for a person who had devoted his life to change the destiny of the people and bring Pakistan in the comity of honourable nations.”
“The fact, on the contrary, is that the PML-N Quaid has not, even for a single moment, quit active politics after his government, chosen by the people, was overthrown by the dictator,” it adds.
It says that Mr Sharif signed the Charter of Democracy with Benazir Bhutto in London in May 2006 which is a clear evidence that Mr Sharif engaged himself in uninterrupted persuasion of active politics. Besides this, Mr Sharif convened a session of the Alliance for the Restoration of Democracy (ARD) on July 2, 2006, which was attended by as many as 33 political parties.
Moreover, it says, during the exile Mr Sharif addressed the people of Pakistan telephonically for no less than 153 occasions, besides speaking at 33 news conferences and giving 17 interviews to BBC, CNN, The Washington Post, The New York Times, The Voice of America and Daily Mail.
On his return home for the second time, Mr Sharif submitted his nomination papers to participate in 2008 elections. If there was any ban on PML-N chief’s taking part in politics, why did Gen Musharraf not submit the same as a reason and used oft-repeated allegations to get Nawaz Sharif’s nomination papers rejected.
“One wonders what kind of the ban on Nawaz Sharif’s political participation was that he addressed as many as 37 election rallies in election campaign and also held huge public meetings for the subsequent by-elections”, says the fact-sheet.“The story does not end here. Nawaz Sharif signed as a PML-N chief the milestone Bhurban accord on Mar 9, 2008. If this was not politics what else it can be termed,” it adds.

Militants attack NATO truck in Pakistan, kill driver
AFP
Militants opened fire on the vehicle with assault rifles in Suki village in Mardan, police said, a district neighbouring the northwestern capital Peshawar.
The driver's assistant told police they had loaded the truck in Karachi with a 10-wheel vehicle destined for NATO troops and were en route to Kabul.
"The driver was killed on the spot. It was a NATO supply truck and was carrying a 10-wheel vehicle for NATO in Afghanistan," Iftikhar Khan, a police official in Mardan, told AFP by telephone.
There was no claim of responsibility for the attack but intelligence officials blamed the Taliban.
Pakistan shut its main northwestern border crossing to NATO supply vehicles on September 30 for 11 days after a cross-border NATO helicopter assault killed two Pakistani soldiers.
The bulk of supplies and equipment required by foreign troops in Afghanistan is shipped through the Khyber region, although US troops increasingly use alternative routes through central Asia.
Scores of NATO supply vehicles were destroyed in gun and arson attacks while Pakistan's Khyber crossing was shut, as Taliban militants stepped up efforts to disrupt the route and avenge US drone strikes in Pakistan's tribal belt.
