Universities budgetary cuts & VCs protest

Islamabad, Sept 20: The vice-chancellors of 71 public universities are threatening to resign and lock up their institutions in protest against drastic budgetary cuts in tertiary education by the government. Ironically, this sector had until recently seen allocations rising from millions to billions of rupees within five years of the constitution of the Higher Education Commission in 2002. But even then there was criticism that the enhancement was made at the expense of primary and secondary education and to the neglect of technical and vocational education. Although the crunch in funding became evident after the current government came into power in 2008, the recent floods have shifted budgetary priorities even more. Increased demands for more effective spending have made it difficult to justify funding this sector on the scale of recent years.

All this, however, is not to sideline the importance of knowledge and the contribution of higher education to Pakistan's development. But with the squeeze in public funding, the HEC ought to look into ways of economising on costs while our universities should consider adopting alternative methods of income generation through, for instance, public-private partnerships as is done in other countries. The government has suggested the formation of a multi-agency committee, which will include vice-chancellors, to find solutions to the financial problems of our universities. Whatever the course of action it decides on, it should not have a negative fallout on the less privileged. Our public universities should continue to remain accessible to the under-privileged. Until these universities can generate most of their income on their own and thus prove less dependent on public grants, it should be the government's responsibility to continue to allocate as much as it can to higher education. The future health and viability of our universities depends on the cooperative effort of all concerned in successfully overcoming the financial crunch.

CAP pre-medical colleges female results 2010

Karachi, Sept 20: The Chairman, Centralised Admission Policy (CAP) Committee, Professor Dr Nasir Ansar, has announced the placement results for the Pre-medical, female group, on Saturday evening.

According to Dr Ansar, who is also a Director-General, Colleges (Sindh), as many as 9,753 women had been granted admission into 56 intermediate public colleges and higher secondary school (HSS), in the pre-medical group for year 2010-11 under CAP.

He has asked the candidates to complete the admission procedure at earliest. The maximum cut-off ratio for the Abdullah Government College for Women was 707 while minimum cut-off ratio was 557.

Meanwhile, the cut-off ratio of other colleges is: Government College for Women, Nazimabad (745,657); Sir Syed Government College for Women (772,681); APWA Government College for Women (738,534); Shaheed-E-Millat Government Degree Girls College (747,593); Government Girls College, Al-Noor, Bl-19, F.B. HSC pre-medical colleges poor result

No student of 19 colleges passed HSC pre-medical exams
Karachi, Aug 12: Not a single student belonging to as many as 19 colleges and higher secondary schools of the city was declared successful in the Higher Secondary Certificate, Part-II, Science group (pre-medical) annual examinations-2010 results which were announced by the Board of Intermediate Education Karachi (BIEK) on Tuesday.

Statistics provided by the BIEK shows that the educational institutions whose performance remained abysmal in the examinations include four government colleges, seven public sector higher secondary schools and eight private colleges.

Moreover, there are 15 colleges and higher secondary schools whose not more than 10 per cent students passed in the examinations.

These institutions include 10 government colleges, three private higher secondary schools and one private college and one private higher secondary school.

The educational institutions whose pass percentage in the examinations remained zero per cent are: Govt Degree College for Boys (7D/2), North Karachi; MW Inter College; Govt Girls Higher Secondary School, Green-belt Area, Mehmoodabad; Pakistan Steel Mashal Intermediate College; Govt Degree Science, Arts and Commerce College, Murad Memon Goth; Liaquat College of Management and Sciences; Ashrafi Intermediate College, Gulshan-i-Iqbal; Govt Degree Science College, Malir, Saudabad; Govt Girls Higher Secondary School, Landhi No.1; Govt Boys Higher Secondary School No-2, 'K' Area Korangi; Allama Iqbal Govt Boys Higher Secondary School, Sohrab Goth; Govt Boys and Girls Higher Secondary School, Haji Nathoo, Malir; Govt Comprehensive Boys Higher Secondary School, Korangi-3; Recknor's College of Management and Computer Science; MTI Higher Secondary School; Tariq Bin Ziad College, Shah Faisal Colony; Govt Degree Boys College, Sham Pir, Baba Bhit; Dhaka College of Information Technology and Govt Boys Comprehensive Higher Secondary School, Azizabad, Federal B' Area.

Show-cause notices
When BIEK chairman Prof Anwar Ahmed Zai was contacted to know what action the board would take against these schools and colleges, he said that initially their affiliation with the BIEK would be suspended and if the management of such institutions failed to give any satisfactory answer in reply to the show-cause notices which were being issued to them then their affiliation would certainly be cancelled.

"Currently an exercise was under way at the board to check whether the educational institutions whose students' pass percentage was zero in the 2009 annual examinations and it remained the same in the 2010 examinations also," he said, adding that if it was found that an institution's pass percentage had remained zero in both the examinations, then stern action would definitely be taken against them in accordance with the board's rules.

Prof Zai said that although the BIEK could suspend affiliation of any educational institution whose students' pass percentage in exams remained below 30 per cent, most government colleges whose performance in the past year's examinations remained abysmal had attributed it to a shortage of teachers.

He, however, said that all those educational institutions whose students' pass percentage in the 2010 examinations remained 30 per cent or below would be asked to improve their performance through show-cause notices which soon be issued to them.

Karachi, Aug 10: The Board of Intermediate Education Karachi (BIEK) has notified that the results of the HSC Part-II annual examinations-2010 of Pre-Medical Group will be announced on Tuesday at 3pm.

Meanwhile,the controller of examinations, University of Karachi, has announced that in order to discuss the schedule and other related matters of the graduate level annual examinations-2010, a meeting of principals of all affiliated colleges will be held at 2.30pm on Aug 11 at the auditorium of the Faculty of Arts, KU. ppi

BISEs to charge Rs450 for matric certificate

Lahore: The cash-starved boards of intermediate and secondary education have imposed a Rs450 fee on each student, who has qualified the matriculation annual examination and wants a certificate.

All the eight boards were crying hoarse since the chief minister had directed the boards not to charge any fee from students appearing from public sector schools.

The financial position of boards further weakened with the announcement of 50 per cent increase in salaries and 15 per cent in medical allowance of employees.

To improve financial position of boards, the Punjab Boards Committee of Chairmen decided to impose Rs450 fee for issuing a certificate to successful students.

The Lahore board alone is expected to generate some Rs57.04 million from private as well as public sector schools' students. As many as 126,753 candidates have passed the matriculation annual examination from the Lahore board.

Board officials say boards were autonomous entities and could take measures and charge students to generate resources and save themselves from going bankrupt. They say the decision was taken in a recent meeting of the Punjab Boards Committee of Chairmen.

Students of public sector schools have condemned the boards' decision alleging that the boards had taken the decision in clear negation of Chief Minister Shahbaz Sharif's vision of supporting the poor strata of society to seek education without any financial burden.

It is learnt that some students' parents had also approached boards' offices requesting them to waive off this fee as they would be required to pay for every service, including purchasing prospectuses of different colleges and getting admissions to colleges to seek higher education.

Government colleges admissions in Punjab

Lahore, Aug 09: After declaration of matriculation annual examination's results by all the eight examination boards of the province last week, admissions to colleges has finally begun in Punjab.

Nonetheless, what is missing in the whole process is uniformity both in terms of prices of admission prospectus and final dates to submit forms.

It is understandable that the government, as ever, is helpless in bringing private sector under control but what can be done is not being done as far as working of public sector colleges is concerned.

The varied dates to submit forms and varied prices of prospectus of the public run institutions expose well lack of coordination on part of officials concerned. On the other hand, sale of prospectus on high rates by private colleges speaks volumes of government's apathy.

The fee charged by colleges working in private sector is certainly a different thing for which no government ever, even, thought to introduce legislation or regulations.

Another aspect being highlighted by the stakeholders is demand of more and more seats at the government colleges so that maximum number of students could be saved from exorbitant private sector. For this, the academic circles suggest the government to introduce second shift programmes in as many public colleges as possible.

Similarly another fact worth mentioning in connection with result of matriculation exam is introduction of Rs 450 as Certificate Fee by the boards. The Punjab government is being castigated for the new monetary intervention as earlier there was no such fee and certificates were issued to the successful candidates without any extra fee.

The new fee has been introduced for students of government and private schools alike. The Punjab government had taken much pride in waiving off registration and examination fee of students of government schools appearing in matric exams without considering the financial constraints the boards had to face.

It was said the government would compensate the boards by providing grants to the same but to no avail. The stakeholders believe the Certificate Fee is an effort to avert financial deficit being faced by the boards at the cost of waiver to the government schools students. They also term the recent initiative a move to make a fool of thousands of students and their parents.

Similarly, no uniformity was observed in recently held MPhil admission tests in the Punjab University. While a number of departments charged Rs 250 or a bit more per student for the test, the PU College of Earth & Environmental Sciences took a lead and charged Rs 500 per student for the test.

A number of institutes/departments did not entertain new admissions at all. One such was the PU Institute of Communication Studies (ICS). It is learnt the institute did not enrol students this time owing to last year's controversy over MPhil admissions for which the management is, reportedly, already facing an inquiry.

The ICS management, however, claims the institute could not manage a new class as there are already over three different batches of MPhil. Another excuse they offer is non-availability of senior faculty members saying without them the admission process could not be handled properly and objections are raised as witnessed in the past.

RBISE SSC exam results 2010 : Boys positions

Boys clinch top two positions in SSC exam
Rawalpindi, Aug 05: Boys bagged two of the three top positions in the Secondary School Certificate (SSC) Part-II annual examination 2010 held under the Board of Intermediate and Secondary Education Rawalpindi.

According to the results declared on Wednesday, a total of 113,352 students had appeared in the exam out of whom 66,558 (58.73 per cent) were declared pass.

The pass percentage was 61.69 in the 2009 annual exam; 53.86 in 2008 and 48.12 in 2007. As many as 33,380 girls out of the 50,172 passed the exam with the ratio of 66.54 per cent while among boys, the pass percentage remained 52.53 as 33,178 candidates out a total of 63168 were declared pass.

Jawad Hussain of Radiant Secondary School stood first by obtaining 1,016 marks out of 1,050, Mehar Khan of Asif Public School second with 1,015 marks and Muneebur Rehman Abbasi also of Radiant School remained third with 1,010 marks.

As many as 65,536 regular students appeared in the exam and 50,502 of them (77.27 per cent) got through. On the other hand, out of the 47,816 private students, only 16,056 (33.59 per cent) could pass the exam.

In the general group among girls, Tasmina Sharif of Government Girls High School Saeela, Jhelum, bagged the first position with 938 marks, Salma Khatab Gul of Government Pakistan Islamia Girls High School No 3 Jehangirabad, Rawalpindi, clinched the second position by obtaining 932 marks while the third position was bagged by Linta Irfan of Government Pakistan Girls High School, Jamia Masjid Road, Rawalpindi, with 929 marks.

In this group among boys, Zeeshan Gul, a private student from Talagang, remained first with 878 marks, Imran Khan of Government High School Jhelum second with 870 marks while the third position was shared by Saad Arshad Qadir, a private candidate, and Habibullah of Darul Ulum Rehmania Rizwia, Sohawa Jhelum, with 868 marks each.

In the general science group, among girls, Mehar Khan obtained first position, Syeda Anmol Riaz of Asif Public School with 1,007 marks remained second and Zobia Rehman of Siddeeq Public School, Rawalpindi, stood third with 999 marks. In the same group among boys, Jawad Hussain and Munnedur Rehman Abbasi stood first and second respectively and Shaman Tahir of Military College Jhelum with 1,006 marks remained third.

35000 Students appear in VU Spring 2010 Final-term Examination

Virtual University Spring 2010 final term Examinations will be held from August 07, 2010 to August 23, 2010 including weekends i.e. Saturdays and Sundays.
